Can my rating ever get back to 100? Or can it only go down from 99? Just curious.

Not positive on that. I think once you lose the 100 you can't get it back, but I'll check on it.

Yes. Upvotes and downvotes from others give you your rating (numberical and stars).
The white envelope is for private messages. If you click on the white envelope under someone's avatar, you can send them a private message that way. They will see that they have a message in their inbox (which is at the top right of the page).
